Hoppy Kercheval talks about amendment one that is on the ballot for the November 3rd elections. This amendment states “This amendment provides that in all elections held in West Virginia only citizens of the United States who are citizens of this state are qualified to vote.” What makes Hoppy pause is that it is already in West Virginia Code 3-1-3 states that “a person may not vote in a federal, state, county, municipal, or special election unless the person… is a United States citizen.” The amendment is just covering something that has not may not happen, a non-citizen voting in WV elections. He feels it is just adding to the false claims that a lot of non-citizens are voting in our elections. The last time a non-citizen voted in a WV election was 2016 and they were prosecuted for it.
