What is happening with TANF funded programs?
Applications for West Virginia’s $200 School Clothing Allowance through the Temporary Assistance for Needy Families (TANF) program will officially open on July 20 and run through August 15, bringing relief to qualifying families after weeks of uncertainty. The announcement from the state Department of Human Services (DoHS) follows a 20-day delay past the program's traditional July 1 opening date. State officials cited "funding uncertainty" tied to a projected $40 million TANF budget shortfall announced by Governor Patrick Morrisey in May following agency audits.
The delay has sparked strong criticism from Democratic state lawmakers, who are questioning the administration's handling of the situation. Delegate Kayla Young (D-Kanawha) pointed out that the program was fully funded as requested in the governor’s January budget, expressing frustration over the lack of a clear explanation for the 20-day pause. Meanwhile, Delegate Hollis Lewis (D-Kanawha) emphasized the critical role the vouchers play beyond basic financial assistance, noting from personal experience that providing children with new, clean clothes directly impacts their mental health, self-esteem, and readiness for the school year.
The communication breakdown over the voucher program underscores broader ongoing tensions between the executive branch and the House of Delegates. While lawmakers hold subpoena power to investigate administrative delays, representatives expressed hope that working relationships will improve to avoid future disruptions to essential safety-net initiatives. Families eligible for the $200 per-child allowance can submit their applications through DoHS starting July 20.
