Robert Bates is the author of "We the People...Are Bad At This." The book talks about how people will vote for candidates that promise to do this and that but then the people never check the "receipt" to see if the person they voted for accomplished what they said they would. He says that people can vote for the candidate that has the same beliefs as they do but they need to make sure the candidate has a method to achieve what they said they would.
