Delegate Hollis Lewis, Kanawha (D), talks about the death penalty in WV. He has not seen the proposed bill about the death penalty for people who commit egregious crimes against children 12 years old or younger. Until he sees the bill he doesn't really want to comment too much on it. Delegate Hollis also talks about the Child Captivity Prevention Act that if someone from out of state moves to WV and then immediately home schools their child then someone should do a check in with that family. The check in would make that all is good with the family and the family is not home schooling the child so they can abuse them.
